5/16 Advocacy Alert: Tell Congress to Voice Opposition to Targeting of Pass-Throughs

May 19, 2025

We are asking Members of Congress to oppose to targeting of pass-throughs, such as those of accountants, dentists, doctors, lawyers and pharmacists, through the elimination of the Pass-through Entity Tax (PTET) SALT deduction.

Please email your U.S. Representative and both Senators by May 21 to share your concerns in your own words. You can find your Representative’s and Senators’ contact information at congress.gov/members.

Please also forward or cc your messages to INCPAS VP-Advocacy Sherrill Rude, CAE, at srude@incpas.org with a subject line of "PTET & SALT."

If you prefer, you can copy and paste this draft email:

###

I urge you to oppose provisions included in the House Ways and Means Committee’s tax reform legislation that unfairly target the ability of service businesses structured as pass-through entities to deduct their state and local taxes (SALT) from their federal tax liability while providing no such limit to other businesses. This legislation effectively discriminates against particular pass-through businesses by indirectly raising taxes on those entities that are considered the backbone of the American economy. These provisions greatly widen the disparity in treatment between pass-through entities and other kinds of businesses, and I strongly urge you to oppose these provisions of the bill.

I personally think PTET should be eliminated altogether along with many other code complications. It feels so bogus allowing businesses only to take advantage of the pre-AGI deduction, but of course there's many items like that, I get it. But we need to move to a more simplified tax system and this is just one of many changes to help that cause. But I agree I don't think they should single out certain businesses and use different phase outs as all this just complicates things further. Does anyone really know what a consulting business even is yet, lol.
